Bulk and Recycling Center Update

Homeowners were notified in early November that the Bulk and Recycling Center was receiving a security update. The goal at the time was to have the new system in place by early December. There has been a delay, but the system is expected to be in place by the end of 2018.

What you need to know

The new electronic access system will use key cards to unlock the enclosure for use. Each of these key cards are registered to the homeowner which they are provided. Each homeowner is responsible for the activities that occur during use of their key card.

When you visit the center, swipe your card in front of the reader pad. The system will unlock the gate so that you can enter. Should the gate close while you are inside, use the exit button to unlock the gate for your departure.

For safety purposes and to respect the nearby residents, access to the enclosure will be restricted during night-time hours. Current intention is to lock the system from 9:00 PM to 5:30 AM. Please use the facility during daytime hours to ensure accessibility.

If after swiping your key card, the pad stays red (does not flash green) and the gate does not unlock, then the system is locked. Take your waste with you and return another time. Do not leave any materials on the ground and do not throw anything over the fence.

Frequently asked questions

Why is this new system being installed?
The Bulk and Recycling Center continues to be abused, despite the efforts of the Association.  This new system improves accountability and through access controls will help address the abuse.

How will I get my key card?
Key cards will be mailed at about the time the system is installed. One key card will be provided to each homeowner.

What if I need additional key cards?
One additional key card (or a replacement for lost or broken cards) can be acquired through our property manager at the cost of $20. A single household can have no more than two cards active in the system. Lost and broken cards will be deactivated. Please do not visit our property manager’s office or the home of a Board member for key cards.

Can I allow someone else to use my key card?
Your key card is for the use of your household. You should not allow someone not residing in your household to use the card. You are responsible for all activities that occur through the use of your key card.

  1. The new access system is operational. The front, rolling gate is usable, however the side gate is chain-locked until its installation can be completed on Monday.

    REMINDER – If access is deactivated or you forgot your access card, waste may not be left outside the fence. Take it home and return at another time.

    The gate access may be deactivated due to the containers being full, night hours, safety purposes or other reasons as deemed appropriate by the Stover Mill Board of Directors.
